ANRE-attested company and the D1 attestation

An ANRE-attested company is an economic operator that has obtained, from the Romanian Energy Regulatory Authority, the right to carry out design, construction or verification work on electrical installations. Attestations are granted by type, and each type has its own scope.

Attestation is not a commercial distinction and cannot be self-awarded. It is a condition of access: without the right attestation, a company cannot draw up or sign the documentation a network operator requires in a connection file.

The practical consequence for a client is that the right question is not "are you attested?" but "which type of attestation do you hold and what does it cover?". An attestation for construction does not cover design, and an attestation for one scope does not extend to another.

The ANRE D1 attestation is the design attestation for electrical lines. At PowerGrid Solution the full designation printed on the document is "Atestat ANRE D1 — Proiectare linii electrice", the number is 22387/23.09.2024 and the issuer is ANRE, the Romanian Energy Regulatory Authority.

Its scope is the design of overhead and underground power lines at any standardised nominal voltage. In practice that covers the 0.4 kV — 400 kV range: low, medium and high voltage, including 110 kV, 220 kV and 400 kV. Inside that range there is no voltage threshold above which the company could not produce the line design.

The D1 attestation covers design. Construction is not part of its scope, and PowerGrid Solution does not publish a construction attestation. That distinction matters in a tender file or a supplier check, where the two activities are attested separately.

An ANRE attestation does not have to be taken on trust. ANRE publishes the list of attested economic operators, and verification happens there directly, with no request and no account.

The steps are these: open the ANRE public list linked below, search by company name, narrow by county if needed, then open the attestation details to see its type and scope. For PowerGrid Solution the registered name is S.C. POWERGRID SOLUTION S.R.L., the county is Iași, and the fiscal identifiers are CUI RO50072089 and Trade Register no. J2024001661220.

The recommendation holds for any supplier: check the type of the attestation, not merely that one exists. A positive result in the list confirms the fact; whether the attestation type matches the work you are buying is the part you have to judge.

They are two different things and are verified separately. The attestation is granted to the company as an economic operator. The ANRE authorisation is granted to a person, by class, and attaches to the individual specialist's competence rather than to the company employing them.

At PowerGrid Solution the two are presented separately, so that each document and each holder is easy to identify. Florin-Constantin Băiceanu, administrator and power engineer, and Constantin Zetu, design expert, each hold a personal ANRE authorisation, classes IV A and IV B, recorded on the same certificate.

A complete check looks at both: the attestation says the company is entitled to deliver the work, the personal authorisations say who inside the company may sign and verify it.

Put as briefly as possible: the D1 attestation covers the design of overhead and underground power lines across the whole range of standardised nominal voltages. It does not cover construction, and it does not replace the approvals issued by the network operator.

In the connection process this means a company with a D1 attestation can produce the solution study, the impact study, the technical design and the permitting documentation — while the connection permit and the connection certificate remain, in every case, with the network operator.

Beyond the attestation, an institutional client usually looks at three things: who verifies the designs, who can supervise construction on site, and whether the company holds certified management systems.

PowerGrid Solution publishes all of these on its authorisations page. What it deliberately does not publish are the individual numbers and validity dates of the personal authorisations, and the certificate numbers and certifying body for the ISO standards. Personal ANRE certificates are provided on request.

In a connection file, the technical documentation has to come from an ANRE-attested economic operator. If the solution is set through a solution study, that study is produced by an attested designer and approved by the network operator; if construction of the connection installation follows, the technical design obeys the same logic.

An unsuitable attestation discovered late costs project time rather than consulting fees: the file goes back, while the deadlines tied to the validity of the connection permit keep running. Checking the ANRE public list takes minutes and belongs before contracting, not after.
