Connecting to the electricity grid, step by step

The four stages of the connection process regulated by ANRE — who files the request, who sets the solution, who issues the connection permit and what happens up to energisation.

Connecting to the Romanian electricity grid runs through four stages: the connection request filed with the network operator, setting the connection solution through a solution sheet or a solution study, issuing the connection permit (ATR) and signing the connection contract, then design, construction, commissioning and the issuing of the connection certificate.

The connection request

The client files the connection request with the network operator covering the site, for example Delgaz or E-Distribuție. The request carries the technical data of the site: installed capacity, location and operating regime. The file usually contains the client's identification data, the site plan, the urban planning certificate, the cadastral data and the consumption or generation profile.

Filed by the client. The exact list of documents is confirmed by the network operator and depends on the type of consumption or generation site.

Setting the connection solution

The existing network is analysed: steady-state regime, short-circuit currents, reliability indicators and voltage drops. At least two technically and economically optimal solutions are determined and compared. In ANRE's documents the solution is set either through a solution sheet or through a solution study.

The solution study is produced by an ANRE-attested designer. PowerGrid Solution runs the calculations and the comparison of alternatives, then supports the technical clarifications with the network operator.

The connection permit (ATR)

The network operator issues the connection permit based on the chosen solution. The ATR sets the technical connection conditions, the delimitation point between the client's installation and the operator's network, the contribution to network development and the deadlines. The connection contract follows the ATR.

Issued by the network operator. The designer does not issue the ATR: it substantiates it through the solution study and then receives it as an input document for the technical design.

Technical design, works, commissioning and certificate

The technical designs are produced — specifications, calculations, diagrams and equipment lists — and the connection installation is then built. Acceptance and commissioning follow, the utilisation installation file is filed, and finally the operator issues the connection certificate.

The technical design and support through commissioning sit with the designer. Construction sits with the contractor, while acceptance and the connection certificate sit with the network operator.

What does connecting to the electricity grid mean?

A grid connection is the procedure through which a consumption or generation site is tied, technically and contractually, to the public electricity network. The procedure is regulated by ANRE and applies in the same way to an industrial consumer, a photovoltaic park, a storage system or a capacity increase on an existing site.

The process is not a single formality but a chain of documents in which each piece conditions the next: the request opens the file, the connection solution substantiates the connection permit, the permit opens the connection contract, the contract opens construction, and the connection certificate closes the process.

Who files the connection request and what goes in the file?

The connection request is filed by the client with the network operator covering the area of the site. The operator checks the request and the documents before moving on to setting the connection solution.

  • The site plan and the cadastral data of the location
  • The urban planning certificate
  • The requested capacity, the consumption or generation profile and the operating regime
  • Technical data on the equipment being connected: inverters, transformers, storage installations

How is the connection solution decided?

The connection solution is set on one of two paths, and the path changes both the content of the file and the length of the stage. ANRE's official documents call them the solution sheet and the solution study.

The solution sheet is used in straightforward cases, where the connection point and the works follow directly from the data in the request. The solution study is used when several plausible technical alternatives exist and have to be compared; in that case at least two technically and economically optimal solutions are determined and the user selects one of them.

The solution study is the document an ANRE-attested designer works on. The network is modelled and the steady-state regime, the short-circuit currents, the voltage drops and the loading are calculated, then the alternatives are compared technically and economically, including any reinforcement works.

For large capacities, or for connections at 110 kV, 220 kV and 400 kV, a grid impact study may also be required in parallel.

What happens after the ATR is issued?

Once the connection permit is issued, the connection contract is signed with the network operator. The ATR has a validity period, and the request to sign the connection contract is filed before it expires; the exact deadlines are the ones in the ANRE documents linked below.

What follows, in order: the reinforcement works upstream of the connection point, if the solution called for them; the design and construction of the connection installation; the filing of the utilisation installation file; the acceptance and commissioning of the connection installation; and finally the issuing of the connection certificate and final energisation.

The technical design is the piece that turns the approved solution into an executable set: technical report, electrical diagrams, sizing calculations, drawings, installation details and bills of quantities.

How long does a grid connection take?

The process has clear stages, but the length of each stage depends on the network operator, the site, the voltage level and the complexity of the solution. PowerGrid Solution does not publish deadlines of its own, because a deadline written here would be less accurate than the one in the regulation.

The per-stage deadlines are set in the ANRE regulation and differ between the two variants of the process: the one where the user contracts the connection works with an ANRE-attested economic operator, and the one where the network operator contracts them. They also differ for prosumers, who follow a separate ANRE order. The official documents are linked below and carry the deadline for each step.

The correct wording for a project schedule is this: the deadlines are confirmed with the network operator when the request is filed, and the design work can be estimated once the site data is available.

What is different for producers, prosumers and storage?

The base path stays the same, but four situations change it in practice.

  • Producers and storage capacity: the current framework includes rules on capacity allocation and financial guarantees, and the exact conditions are confirmed with the network operator at the date of the request.
  • Prosumers: consumption and generation sites belonging to prosumers follow a separate ANRE order, and the connection certificate issued at the end records the prosumer status.
  • Sites next to existing networks: a coexistence study and a risk analysis may be required before permitting.
  • Projects not yet committed: ahead of the formal request, a feasibility study can clarify the technical assumptions, the possible connection points and the permitting risks.

What drives the cost of a grid connection

PowerGrid Solution does not publish prices or tariffs on this site. The cost of a connection is made up of items set by different parties, and a generic figure would mislead. What can be stated correctly is what the cost is made of and what moves it.

  • The contribution to network development, set through the connection permit by the network operator
  • The connection installation works: lines, transformer substations, switchgear, metering assembly
  • Reinforcement works upstream of the connection point, where the solution calls for them
  • The voltage level of the connection and the distance to the connection point
  • The path taken to set the solution: a solution sheet, or a solution study with several alternatives compared
  • The complexity of the documentation: topography, approvals from utility owners, route and ground conditions
